An on-the-record conversation with Dr Ian Ralby and Ambassador Richard Morningstar. They discussed Dr Ralby's recent report for the Atlantic Council, Downstream Oil Theft: Global Modalities, Trends, and Remedies.

The report is the first major study of refined oil theft around the globe, and examines the crime’s culprits and modalities, as well as the amount of illicit downstream activity carried out. It highlights who benefits, who suffers, and how much is being lost by governments in the process.

Richard L. Morningstar is the founding director and chairman of the Global Energy Center at the Atlantic Council. He served as the United States ambassador to the Republic of Azerbaijan from July 2012 to August 2014. He has also served as the US Secretary of State's special envoy for Eurasian energy, lectured at the Kennedy School of Government at Harvard and Stanford Law School, worked as an attorney and held senior roles in the private sector. From June 1999 to September 2001, he served as US ambassador to the European Union.

Dr Ian Ralby is nonresident senior fellow at the Atlantic Council Global Energy Center and an expert in maritime security, private security, international law and transnational crime. He has assisted international efforts to develop accountability for armed contractors, and continues to work closely with governments and international organisations on maritime law and security issues. He frequently works on offshore and land-based energy matters. Dr Ralby is an adjunct professor of maritime law and security at the US Department of Defense's Africa Center for Strategic Studies, a key opinion former on maritime security at NATO, and CEO of his own consultancy, I.R. Consilium LLC.
