Summary: Samantha Hoffman joined the IISS in 2012. She supports the Cyber, Space and Future Conflict Programme and the Defence and Military Analysis Programme, monitoring Chinese-language media to provide policy-relevant information on developments relating to China's defence and security policies and capabilities, including cyber security.


  • 2012–present: Independent China Analyst and Research Consultant. Includes long-term contract with the IISS, and long-term role as an external analyst for China at IHS Markit
  • 2013–present: PhD Candidate, University of Nottingham. Thesis on Chinese ‘social management’ process and state security – expected completion in 2017
  • 2011: MSc in Modern Chinese Studies from St Antony's College, University of Oxford
