Can the US forge a successful coalition to defeat ISIS in Iraq and Syria? At the Strategic Survey 2014 Launch, Toby Dodge, IISS Consulting Senior Fellow for the Middle East, identified three key issues:
- It is difficult to underestimate Gulf States’ distrust of the Obama Administration due to its perceived failure to enforce its ‘redline’ against the use of chemical weapons after attack at Ghouta in 2014
- A comprehensive solution to the threat of ISIS, will not be possible without empowering and reintegrating the Sunni communities in Iraq & Syria
- Competition between Saudi Arabia, Turkey and Jordan and their favoured groups among the Syrian rebels, will hamper US attempts to create a broad-based regional coalition.
