Financial Transparency and Funding

IISS POLICY ON FINANCIAL TRANSPARENCY, CONFIDENTIALITY AND EFFECTIVENESS

The IISS is a registered charity in England and Wales, and a company limited by guarantee. The Institute provides financial information to the Charity Commission and Companies House in compliance with all their regulations, guidelines and best practice.

The Trustees of the IISS ensure that all fundraising by the IISS with governments, private companies, foundations and high-net-worth individuals is consistent with the Institute’s values of independence and excellence. The Trustees’ oversight of fundraising is maintained with the twin aims of guaranteeing the Institute’s independence of thought and analysis, as well as the Institute’s effectiveness as a strategic actor in a complex international environment.

In line with these principles:

  • The Institute reports publicly the sources of its revenue in general terms divided between various categories including, but not restricted to: general donations; publications income; foundation grants; government grants; individual support; corporate support; and host-nation support for major conferences.
  • Neither the Institute’s staff nor the Trustees seek or accept funding from any source that places any limitation on the Institute’s research and analysis, or its convening or organisational independence. The Trustees act as the Institute’s ethics body and ensure through their oversight that the Institute’s fundraising practices and execution of grants or contracts meet the highest standards, and conform to the values of independence and excellence that are at the Institute’s core.
  • Where the Institute’s effectiveness in operating in a complex international environment justifies keeping the details of a donation by an individual or corporate donor or host-nation support confidential, the Trustees will exercise their discretion in relation to reasonable requests for anonymity and confidentiality, as long as the Institute’s independence is preserved.
