Pyongyang should pay for the food it seeks
In the October-November issue of Survival, Mark Fitzpatrick discusses the inherent contradiction of a heavily-armed nation with a nuclear programme asking for assistance in feeding its population. Although he stresses that it would be a violation of humanitarian donorship principles to use food assistance as a political bargaining chip, he says skilful international diplomacy can at least get North Korea talking – rather than busying itself with provocative attacks.
