The annual survey of the International Institute for Strategic Studies makes a powerful case that the current strategy in Afghanistan does not work.
It is undeniably right that countries fighting in Afghanistan could usefully turn their attention to other developing threats. And it is right to argue that Afghanistan has been an exhausting distraction from problems that are far less easily contained.
