The International Institute for Strategic Studies said in its report that concerns over Iran's nuclear capabilities, an increasingly volatile situation in Afghanistan and Southeast Asia, and worries over increased defense spending in China were at the top of the defense agenda.

Additionally, the London-based think tank said the situation in Iraq had not improved, and that the major concern was an increase in sectarian violence.
"It is doubtful that collective sense of Iraqi nationalism can survive in a context of increasing sectarian violence and a continuing security vacuum," said John Chipman, the director-general and chief executive of the institute.
