India as a rising great power’ (IRGP) was the theme of an international conference held in Delhi (April 18-20) under the aegis of the International Institute for Strategic Studies (IISS), London and had an impressive mix of participants. But clearly the mismatch between the external view of India which is more rosy and perhaps exaggerated and the reality that is India with its robust GDP growth rate masking Bharat and its glaring socio-economic inequities cannot be wished away.

Andrew Brookes, an aerospace specialist at the International Institute for Strategic Studies in London, an independent think tank, estimates the country has only 15 transport planes and fewer than 40 helicopters. The planes, he said, are not able to transport tons of food and many of the helicopters are not operational.

"I suspect some are saying, 'It's all too dangerous, we should handle this ourselves,' " said Tim Huxley, the Singaporean-based director of the International Institute for Strategic Studies-Asia, "and others saying, 'The situation is so dire, we need all the help we can get.' "

Andrew Brookes, an aerospace specialist at the International Institute for Strategic Studies, an independent think tank, said Myanmar has about 15 transport planes but most are small jets not adequate to carry hundreds of tonnes of supplies. The country has fewer than 40 helicopters and only a fraction may be operational, he said.

"The Military Balance 2008," a widely recognized assessment on armaments around the world, puts the number of helicopters at 66. "Even if they were all serviceable it's not even a drop in the ocean. The task is so awesome it would phase even a sophisticated force like the British, French or Germans," Brookes said.
