The Prime Minister will certainly feel that the IISS report vindicates his position on Iraq.

It contains exactly the kind of information that the Government is keen to publicise at the moment to illustrate their claims that Saddam Hussain is extremely dangerous and that they need to act.

Downing Street has been pointing to some of the examples of biological and chemical weapons that the report says Iraq has access to.

The Government is reminding people just how dangerous these weapons are - agents such as botulism and gas gangrene, which can cause horrendous symptoms and indeed death if they are not treated.

The information does not contain any intelligence material and Downing Street has hinted that their dossier will have access to this information and will go further than this report.

Tony Blair's next efforts will be at the TUC conference, where he will be stressing that while the UN can be used to confront Saddam Hussain, it cannot be used an excuse to simply do nothing.

The UN must not allow Iraq to flout resolutions in the future - that will be the Prime Minister's main message
