Climate change: from Kyoto to Bali

The December United Nations Climate Change Conference in Bali, Indonesia, resulted in an agreement on a roadmap intended to lead towards a successor treaty to the Kyoto Protocol. While delegates did not agree that they would set targets for reductions in greenhouse-gas emissions, the Bali accord – and the manner of its achievement – did offer hope that a groundbreaking agreement on combating climate change could be reached in two years.

Georgia and NATO

Georgia’s progress towards membership of NATO hangs in the balance as the Alliance’s April 2008 Bucharest summit approaches. Divisions between members on whether to grant a Membership Action Plan widened after the Georgian government violently dispersed a rally in November and temporarily imposed a state of emergency. Although President Mikhail Saakashvili then called and won early elections, Georgia’s domestic instability and unresolved internal conflicts could mean that NATO will make it wait.

Violence in Kenya

Previously regarded as an example of stability and democracy in conflict-ridden Africa, Kenya has suffered widespread ethnic violence following December’s presidential elections, which resulted in President Mwai Kibaki being declared the victor despite irregularities in vote-counting. International mediation efforts have so far failed to put an end to the crisis.

The efforts of China’s navy to transform itself into a modern and professional force have been strongly backed by the country’s leaders. While its blue-water ambitions are not yet fulfilled, it has evolved from a purely coastal-defence force into one with growing capabilities. However, substantial hurdles remain to be overcome.
