On 5 March 2004, the IISS hosted a Special Round Table Discussion with Rear Admiral Rakesh Chopra, Assistant Chief (Operations), Integrated Defence Staff Headquarters (ACIDS Ops), Ministry of Defence, New Delhi.

Rear Admiral Chopra is Assistant Chief (Operations), Integrated Defence Staff Headquarters (ACIDS Ops), Ministry of Defence, New Delhi. The Integrated Defence Staff HQ, formed just over two years ago, is India's first joint services organisation for the higher management of defence. Earlier, Admiral Chopra was Flag Officer Offshore Defence Advisory Group (FODAG), responsible for the defence of India's offshore oil and natural gas infrastructure off Bombay. He also served as Flag Officer Seat Training in Cochin, and Commanding Officer of the INS Ganga, an indigenously built frigate-class warship.
