On 17 May 2004, the IISS hosted a Special Round Table Discussion with Lt. General V. R. Raghavan (retd.), Director, Delhi Policy Group, Delhi, and IISS Council Member, on "The Peace Process after India's Elections".This meeting was off-the-record.
General Raghavan retired from the Indian army as the Director General of Military Operations, having made a significant contribution to strategic planning and field force management of the army. He was closely involved in the India-China Accord on maintaining peace on the borders, and in the series of negotiations with Pakistan on the Siachen Glacier dispute.
Since retirement, General Raghavan has written several books and monographs on Indian military and security issues, including an authoritative book on the Siachen Conflict. He is a visiting lecturer at defence services colleges and strategic institutes in India, Japan, UK and US. He is a Member of the IISS Council, and in February 2004 was was appointed a Member of the Hans Blix Commission on Weapons of Mass Destruction.
