On 3 May 2007, the Indian Foreign Secretary Shiv Shankar Menon, addressed the audience at IISS. Mr Menon spoke on 'India & International Security'.
 
Mr Menon was appointed the Foreign Secretary to the Government of India on 1 October 2006. A seasoned diplomat, Foreign Secretary Menon has served as India's High Commissioner to Pakistan (2003-2006), Ambassador to China (2000-2003), High Commissioner to Sri Lanka (1997-2000) and Ambassador to Israel (1995-97).
 
Earlier, he served as the Joint Secretary to the Ministry of External Affairs in New Delhi in charge of the North East Division, Deputy Chief of Mission in Tokyo, Deputy Chief of Mission in Beijing, and Director in the Department of Atomic Energy in Mumbai.
 
Foreign Secretary Menon has an MA degree in History from Delhi University,  and belongs to the 1972 batch of the Indian Foreign Service (IFS).
