Seminar: The European Security Agenda after Kosovo

IISS Ukraine and European Security Programme
13 December 1999

The seminar brought to London senior military and security policy-makers not only from Ukraine, but also from Georgia and Moldova. Subjects discussed included: the UK perspective on the development of a European security and defence policy; plans for enhancing European military capabilities; the challenges of developing independent European military capabilities; and the key achievements and future objectives of the MoD's military-cooperation programme with Ukraine, Georgia and Moldova, which is conducted under the UK's defence-diplomacy initiative. There was also a frank and constructive exchange of views on the lessons from the Kosovo campaign and its implications for NATO's policies including presentations by Ukrainian participants on the Ukrainian General Staff's assessment of the operation and its implications for Ukraine's commitment to implementing arms-control agreements and its support for the non-proliferation regime.
