The seminar formed part of the programme for a senior military delegation from Russia hosted by the IISS Russia/Eurasia programme for a week in January. The purpose of their visit was to discuss counter-terrorist operations and for the Russians to learn about the UK experience in Northern Ireland.
The seminar was an opportunity for Russian-UK experience to be shared on civil-military relations in general and on strategies for counter-terrorist operations in particular. The co-organisers were the IISS Russia/Eurasia Programme and Harvard University, National Security Program. This event was the second time these two partners have worked together on such an event for officers from the Russian Ministry of Defence. This year the delegation was also joined by representatives from the Russian Ministry of Internal Affairs. The UK Ministry of Defence provided funding.
The event was attended by representatives from the MoD, the Home Office, the Foreign and Commonwealth Office, the Anti-terrorist Branch of the Metropolitan Police, academics and analysts.
