The conference was a part of the IISS programme on the social adaptation of retired servicemen in Russia. It was organised by IISS jointly with the Russian "Partner" Foundation for Social Adaptation of Retired Servicemen with support of the Nizhniy Novgorod Regional Administration. The conference was attended by representatives of more than 30 regions across Russia as well as representatives of the Federation Council (the upper chamber of the Russian Parliament), the State Duma (lower chamber of the Russian Parliament), the Ministry of Defence, the Federal Border Guard Service, the Air Forces, the Airborne Troops, the Ministry for Antimonopoly Policy and Business Development, the National Military Foundation, the Russian Orthodox Church and other Government officials in charge of retraining, social adaptation and resettlement of retiring servicemen. International participants included representatives from Belarus, Bulgaria, Georgia, Germany, Poland, Ukraine, United Kingdom and United States. Conference participants assessed the experience that has been gained thus far in the process of converting former military towns for civilian use. Among the issues discussed during the conference, particular attention was devoted to the development of public administration institutions in places with a military population, the employment of retired servicemen in small business activities, the social-psychological adaptation of retired servicemen and their families, and informational support of resettlement programmes.
