IISS Ukraine and European Security Programme

At Arundel House, the IISS Russia and Eurasia programme held a one day seminar for senior Ukrainian, Georgian and Moldavian military and civilian foreign and security policy-makers. Among them were Trokhym Kovalchuk, Deputy Secretary of the Council of National Security and Defence of Ukraine, Colonel General Victor Bannykh, the Ukrainian Deputy Minister of Defence, Lieutenant General Ion Coropcian, Moldovan Armed Forces Chief of General Staff, and Gela Bezuashvili, Georgian Deputy Defence Minister. This seminar was the fourth annual event conducted by the IISS jointly with Harvard University's Ukrainian National Security Programme.
 
The seminar was the first attempt to explore the implications for Eastern Europe and Eurasia of the EU ESDP and Defence Policy initiatives which were further institutionalised at the recent EU summit in Nice. The seminar focused on both institutional and capability dimensions of the EU Defence Policy. Paul Johnston from the Security Policy Department of the UK Foreign and Commonwealth Office covered the institutional developments within the EU to support its security and defence policy. Captain Alan Richards from the UK MOD spoke about the prospects for the development of EU military capabilities, including the headline goal to establish by 2003 a 60,000 strong Rapid Reaction Force which could be deployed rapidly and sustained in a theatre for a year to carry out EU Petersburg tasks which include humanitarian assistance, crisis management, and peace-keeping.
 
The seminar provided an opportunity for senior government officials from Ukraine, Georgia and Moldova to receive a comprehensive overview of the recent EU decisions. It also provided a forum to brain-storm about possible strategies for establishing co-operation with the new institutions such as the EU Political and Security Committee as well as their potential contribution to EU military capabilities. At the same time, the seminar encouraged UK policy-makers and academic experts to begin forming their own vision for such co-operation.
