The seminar brought together UK and Russian experts to discuss defence budgeting, auditing, economic assessment and forecasting of defence programmes, and parliamentary and civilian control over defence expenditure. Representatives of the UK and Russian National Audit Offices shared views on cooperation with their respective parliaments to audit defence programmes. Representatives from the UK and Russian Ministries of Defence shared experiences of assessing long-term procurement programmes. Presentations were made on: the role of the UK legislature in the oversight of government spending; methodology for determining and forecasting expenditure within different parts of the Russian defence budget over five- and ten-year periods; and the Polish experience of adjusting its defence accounting and planning to NATO requirements. There was also discussion of different countries' approaches to defining defence expenditure and accounting for unplanned military operations such as Russia's involvement in Chechnya and the UK's participation in the Kosovo conflict. The seminar was jointly organised by the International Institute for Strategic Studies and the All-Russian Public Foundation for Support of Military Reform.
