The round-table discussion was held during during the visit by Programme Director Oksana Antonenko and IISS Assistant Director Terence Taylor to Vladivostok and Khabarovsk. They were accompanied by the head of the Russian government's Council for the Retraining and Resettlement of Military Personnel, General Mikhail Moiseev, and his deputy Major-General Anatoly Goloborov.The discussion was hosted by the newly appointed Commander of the Far Eastern Military District, Lieutenant-General Yuri Yakubov and included senior military staff from the district. The discussion concluded that it was important to promote the establishment of a retraining centre in Khabarovsky Krai, where the unemployment problem among retired officers is particularly serious. The IISS and the Council for Retraining and Resettlement also prepared a draft federal resettlement programme, which was sent for comment to the heads of administration of all ten entities of the Russian Far East. It is hoped that this programme will be adopted at a special session of the Federation Council and gain financial support from Russian and foreign donor organisations, including those in North-east Asia. |
