Conference: A Non-proliferation Policy Agenda for the Next Decade

The seminar discussed Russian and European perspectives on the new challenges for non-proliferation policies ahead of the Nuclear Non-Proliferation Treaty Review Conference. In the background were worsening Russia-NATO relations, US failure to ratify the Comprehensive Test Ban Treaty and US-Russian tensions over US plans for a national missile-defence system. Leading experts on non-proliferation and arms-control issues from Russia, the UK Ministry of Defence and the IISS exchanged views on implementing export-control policies. Russian participants presented their views on the current state of the non-proliferation regime, US national missile defence, improvement of Russian export-control policies, Russia's difficulties with implementing the Chemical and Biological Weapons Convention and US-Russia cooperation within the enhanced Cooperative Threat Reduction Program. International participants offered views on establishing a more substantial and closely coordinated European initiative to help Russia to dismantle and eliminate its nuclear, biological and chemical weapon stockpiles.
 
The seminar was conducted together with the Centre for Policy Studies in Russia (PIR Centre).
