The seminar was organised by IISS together with Harvard University's Ukrainian National Security Program. It addressed the challenges of restructuring national armed forces on the eve of the twenty-first century. UK participants made a presentation on the management of the UK's Strategic Defence Review process and on the experience in the UK and other West European countries of moving from conscript to fully professional armed forces. Ukrainian representatives outlined the progress of Ukrainian armed-forces reform as well as the main provisions of Ukraine's military doctrine and its national-security concept. The seminar also helped to establish a firm link between the IISS and the Ukrainian Institute for Strategic Studies, which may lead to joint research projects and seminars in the future.
