The seminar focused on issues of military reform in the US and Europe, including social welfare issues. Presentations of international participants provided an interesting contrast between US and European experiences. Discussion focused on budget oversight in defence and security ministries and overseeing personnel and staff appointments. Current policy debates over NATO enlargement and arms-control and non-proliferation issues were also covered. Participants from the parliaments of Belarus, Moldova, Russia and Ukraine were all grappling with similar issues in their own legislatures. |
