The seminar covered arms control, regional security and social issues affecting the armed forces, with extensive discussion of matters central to the military-reform agendas of both Russia and Ukraine. These included privatising services for the armed forces, such as housing, medical care, insurance and pensions. With speakers from London and Washington, the attendees were able to compare the experiences of both the UK Ministry of Defence and the US Department of Defense in undertaking these reforms. This third seminar completed a very successful series of TACIS-funded meetings held at IISS headquarters. |
