Russian Security Policy
The IISS Russia and Eurasia programme has led the expert debate on the following issues related to Russian security policy: Russian defence reform (through its annual Military Balance); NATO-Russian relations and Russia’s role in the Euro-Atlantic security area; the evolution of Russian military reform; security threats in the North Caucasus; Russian regional security policy in the South Caucasus and Central Asia; Russia and European energy security; US-Russian relations; Missile defence and arms control; Russian policy in the post-Soviet area including its role in the Shanghai Cooperation Organisation and the Collective Security Treaty organisation; and finally the evolution of Sino-Russian relations.
As part of its active engagement in these discussions the IISS has hosted a number of workshops, summits, addresses, and international conferences related to Russian security policy, including a major conference in December 2009 titled: ‘Towards a New European Security Architecture?’ which discussed various policy options for developing ideas on Euro-Atlantic security proposed by President Medevedev. This conference brought together leading Russian experts, officials, NGO and media representatives.
The IISS has also engaged regularly with regional elites, including government, business communities, NGOs, journalists and academics, and international organisations.
