On 17 March 2003, the IISS together with University of Leicester hosted a workshop with Khalid Banuri, Deputy Director, Arms Control and Disarmament Affairs, Strategic Plans Division in Chaklala, Pakistan, Dr Rodney Jones, President of Policy Architects International, and Rahul Roy-Chaudhury, Senior Research Fellow at King's College International Policy Institute. The meeting, which took place at IISS headquarters, was entitled "Nuclearization of South Asia: The Search for Security" and brought together some 25 officials and experts to discuss security in South Asia.
Khalid Banuri is the Deputy Director, Arms Control and Disarmament Affairs, Strategic Plans Division in Chaklala in Pakistan. Dr Rodney Jones is President of Policy Architects International and has served as Senior Advisor to the START II project of the Carnegie Moscow Center and as Senior Advisor and Counselor to the Keystone Center's National Commission on Nuclear Threat. Rahul Roy-Chaudhury is a Senior Research Fellow at King's College. He served as a Deputy Secretary to the Government of India from 2002-02 in the National Security Council Secretariat (NSCS) in the Prime Minister's Office (PMO), New Delhi. Prior to this, he was on the faculty of the Institute for Defence Studies and Analyses (IDSA) in New Delhi.
The meeting opened with welcoming remarks by Professor Richard Bonney, Director of the Institute for the Study of Indo-Pakistan Relations, University of Leicester. The members of the panel proceeded to give presentations on South Asia security, addressing issues such as India's and Pakistan's conventional and nuclear capabilities, the two countries' nuclear doctrines, as well as the role played by religion and regional dynamics. Participants also considered the impact of media, the danger and risk of misperceptions and miscalculations and possible Confidence-Building Measures (CBMs) to enhance stability.
