On 3 December 2003, Hitoshi Tanaka, Japanese Deputy Foreign Minister with particular responsibility for political and international security issues, delivered an address at the Institute entitled ‘North Korea: is a diplomatic solution possible?’. In his wide-ranging off-the-record remarks, Deputy Foreign Minister Tanaka reviewed the evolution of Japan policy towards Pyongyang in recent years, before going on to speculate in detail about different scenarios for the Six Party Talks. The IISS was particularly delighted to host Deputy Foreign Minister Tanaka, who in 1989 spent time at the Institute as a Research Associate.
