The IISS, as part of a consortium, has completed a study of security threats to the European Union, as well as official responses and relevant technologies. The study, carried out for the European Commission under its Preparatory Action for Security Research, was entitled European Security: High-Level Study of Threats, Responses and Relevant Technologies, and was known by its acronym ESSTRT. The consortium partners were Thales Research and Technology and Thales e-Security, both UK arms of Thales, the international defence group; and Crisis Management Initiative, the Helsinki-based non-governmental organisation set up by former Finnish President Martti Ahtisaari.
