The Future of Africa: A New Order in Sight?
In an age of unprecedented world-wide prosperity, 40% of sub-Saharan Africa’s 600 million people exist on less than US$1 per day, and one-third of its 53 states are affected by conflict. However, after ceaseless warnings of Africa’s marginalisation, the development prospects of the continent are once again receiving considerable attention from the international community and it is recognised as one of the great problems that the world will confront in the twenty-first century.
 
At this moment of peril and opportunity, this Adelphi Paper examines the countries that will lead and rules that will govern Africa over the next decade. It pays particular attention to the perilous condition of Africa’s largest countries (especially Nigeria, Ethiopia, and the Democratic Republic of the Congo) that should be leading Africa but are
instead failing.
 
The paper also reviews the recently proposed New Partnership for Africa’s Economic Development that African leaders hope will govern the continent over the next decade. Finally, the paper makes a series of suggestions, especially with concern to the nature of the states themselves, that will have to be pursued if Africa is to arrest collapse and realise its potential.
