Afghanistan Security Programme: Dialogues and Conferences

Afghanistan has frequently been a focal point of the many international conferences that the IISS runs in all parts of the globe. In organising its formal Dialogues, the institute seeks to bring together government officials in a format, on subjects, and in a combination that they might not be able to manage for themselves. While informal meetings on the side form an essential element of such meetings, proceedings on the record provide an insight into the thinking of leading policymakers - including the experts in Afghanistan and the surrounding region highlighted below. 

 

Global Strategic Review 2011

The Global Strategic Review (GSR) is the annual conference for IISS members. Held in Geneva, the GSR is intended to bring together the elite from the policy-making community to reflect on some of the major security issues facing the world. The 9th GSR was held in Geneva from 09-11 September 2011.

 
A panel of IISS experts debated a long term strategy for Afghanistan in a special  discussion on Saturday night at the GSR. 

  

Shangri-La Dialogue 2011

Dr Robert Gates, Secretary of Defense, US addresses the 1st Plenary Session

Shangri-La dialogues enable senior national security figures from across Asia to meet and discuss key policy issues.


In his fifth and final opening plenary address to the IISS Shangri-La Dialogue, US Secretary of Defense Robert Gates said that the “stark realities” of the US economy and budget, and “two protracted and costly wars in Iraq and Afghanistan,” will not affect US commitments in Asia. 

 

Manama Dialogue 2010

Manama Dialogue 2010 Special Address: Hillary Rodham Clinton, US Secretary of State

The Manama Dialogue provides a forum for national security leaders of the participating states to discuss regional issues. The forum comprises government delegates from the Middle East and outside powers with security interests in the Gulf. The 7th Manama Dialogue was held on 03-05 December 2010.

 

US Secretary of State Hillary Rodham Clinton gave a Special Address on Friday 3 December. In a wide ranging speech she discussed regional security, elections in Iraq, Lebanon and the the Iranian nuclear programme.

Global Strategic Review 2010

006 GSR 2010 Keynote Address: Dr Henry A Kissinger

The 8th Annual IISS Global Strategic ran from 10-12 September 2010 with Dr Henry Kissinger delivering the keynote speech. On Saturday evening during a discussion on 'The Strategy for Afghanistan' Dr Liam Fox, UK Secretary of State for Defence spoke on the international operations in Afghanistan and the anniversary of the 9//11 attacks.
