On Wednesday 21 October 2009 Lieutenant General Sergio Westphalen Etchegoyen, Special Military Advisor to the Brazilian Secretary of State for Defence, will speak on “The Brazilian National Defence Strategy” from 2-3pm.
General Etchegoyen is the Special Military Advisor to the Brazilian Secretary of State for Defence and Head of the National Defence Strategy Implementation Centre. He was promoted to Lieutenant General on 31st March 2009.
General Etchegoyen served as Staff Officer at the 6th Division and at the South Military Command between 1991 and 1992; Commandant of the Non-Commissioned Officer Advanced School between 1993 and 1995; Assistant to the Army Minister and Army Commandant between 1996 and 2000; and Head of the Cabinet of the Army Commandant between 2003 and 2004. He also served as a Staff Officer at the UN Observer Mission in El Salvador between 1991 and 1992 and was Head of the Brazilian Army Commission in Washington DC between 2001 and 2003. He commanded the 4th Mechanized Cavalry Brigade (Brigada Guaicurus) between 2005 and 2006 and the Advanced Command and Staff College between 2007 and 2009.
