Paul Fritch, Director of the Office of the Secretary General of OSCE speaks on 'Russia and European Security’

On Monday 27 July Paul Fritch, Director of the Office of the Secretary General of OSCE will speak on 'Russia and European Security’ from 12:30-2pm.

 
Paul Fritch has worked on relations with Russia for many years, first in his capacity working with the NATO Assistant Secretary General for Political Affairs and then as a participant in negotiations concerning the adaptation of the Treaty on Conventional Armed Forces in Europe (CFE). Now, in his capacity as the Director of the Office of the Secretary General, he is engaged in OSCE-led discussions on the Medvedev proposals for a European Security treaty.  In his talk Mr. Fritch will discuss some of the key challenges and new opportunities concerning working with Russia in addressing current European security challenges.  


Paul Fritch assumed the post of Director of the Office of the Secretary General on 10 September. Mr. Fritch has been a member of the US diplomatic service for over 16 years, and served most recently as Head of the Russia and Ukraine Relations Section of the NATO International Secretariat. He has completed diplomatic postings in Russia, Germany and India.


He participated in negotiations to launch arms control and confidence-building measures in the former Yugoslavia following the Dayton peace process and also participated in the CFE Adaptation negotiations. He was a member of the US delegation to the OSCE Summit in Istanbul in 1999, where he worked with Russian, Georgian and Moldovan representatives to resolve issues related to the CFE Treaty.


In 2001, Mr. Fritch worked with the NATO Assistant Secretary General for Political Affairs on  enhancing practical NATO-Russia cooperation in the wake of the terrorist attacks of 11 September 2001. He was instrumental in the establishment of the NATO-Russia Council in May 2002. Mr. Fritch is a graduate of Georgetown University in Washington, D.C.
