On Friday 30 May 2008, James Dobbins spoke on ‘Europe’s Role in Nation-Building’, the subject of his article in the June/July issue of Survival, from 1.30-2.30 pm.
The article is derived from Europe’s Role in Nation Building: From the Balkans to the Congo, the forthcoming third volume of a series of RAND case studies arising from the Corporation’s ongoing work on the challenges of nation building. The previous volumes were The UN's Role in Nation-Building: From the Congo to Iraq (2005), and America's Role in Nation-Building: From Germany to Iraq (2003). Among other publications, Mr Dobbins has also authored The Beginner's Guide to Nation-Building (2007).
Mr Dobbins has previously served as the US Assistant Secretary of State for Europe; the Special Assistant to the President for the Western Hemisphere; the Special Adviser to the President and Secretary of State for the Balkans; the Ambassador to the European Community; as the Clinton administration's Special Envoy for Somalia, Haiti, Bosnia, and Kosovo; as the Bush administration's first Special Envoy for Afghanistan; and as the Bush administration's representative to the Afghan opposition in the wake of September 11, 2001.
