On Tuesday 8 July 2008, the IISS is hosting a panel discussion on “CONTEST Six Years On: Progress in Britain’s Counter-Terrorism Strategy Since 2002” from 2-3:30pm.
The British CONTEST Counter-terrorism strategy was first drafted in the wake of the 9/11 attacks, as an attempt to streamline and focus the UK’s counter-terrorism efforts. Its pioneering “4 Ps” bureaucratic codification, “Prevent, Pursue, Protect, Prepare” has been replicated in counter-terrorism strategies around the world. However, with an almost constant stream of arrests, prosecutions, and attempted and successful attacks since then, it is an open question as to how effectively it has been implemented. While much progress has been made in the Pursue, Protect, Prepare strands, the Prevent strand has presented counter-terrorism experts with some serious difficulties, something emphasised by the recent new “strategy for delivery” published by the British government.
In order to explore what the British government has done since the inception of this strategy, and to understand what the path forwards might look like, the IISS is delighted to host a panel session with a group of experts covering all of the main fronts of the British counter-terrorism effort at both home and abroad.
The panel includes Rachel Briggs, Visiting Fellow, UCL, where she conducts work on counter-radicalisation with a particular focus on communities issues; Peter Clarke, Former Head Counter-Terrorism Command, Metropolitan Police; Nigel Inkster, Director, Transnational Threats and Political Risk, IISS and formerly Assistant Chief at the Secret Intelligence Service (SIS); and, Robert Whalley, Consulting Senior Fellow, IISS, formerly Director of Counter-Terrorism at the Home Office.
This meeting will be chaired by Dr Dana Allin, Senior Fellow for Transatlantic Affairs, and Editor, Survival, and will take place on the Fourth Floor at Arundel House, 13-15 Arundel Street, Temple Place, London WC2R 3DX.
