28 Jul 08 - Discussion Meeting - Mikhail Tsypkin

On Monday 28 July 2008, Mikhail Tsypkin, associate professor in the Department of National Security Affairs, Naval Postgraduate School, will speak on "US plans for missile defence in Europe and Russian politics” from 12:30-2pm.

Mikhail Tsypkin is an associate professor in the Department of National Security Affairs at the Naval Postgraduate School. In 1985-1987 Dr. Tsypkin served as the Salvatori Fellow in Soviet Studies at the Heritage Foundation in Washington D.C. He joined NPS in 1987, two years after completing his Ph.D. in Political Science at Harvard University.

He is a member of the Scientific Board of the online journal The Journal Of Power Institutions In Post-Soviet Societies. Dr. Tsypkin has published numerous articles on Soviet and Russian military affairs.

The US missile defence project was extremely unwelcome for Putin's government at a time when it was preparing for the transition in the Kremlin; this explains the emotional vehemence of the response. At the same time, there are continuing disconnects and misperceptions in US and Russian security thinking resulting in, as yet, no end to the missile defence controversy.

This meeting will be chaired by Oksana Antonenko, Senior Fellow for Russia and Eurasia, and will take place on the Fourth Floor at Arundel House, 13-15 Arundel Street, Temple Place, London WC2R 3DX
