On Monday 26 February 2007 Dr Shmuel Bar, Director of Studies, Institute of Policy and Strategy, Israel, will lead a discussion on "Iranian Grand Strategy and Decision Making" from 1.30-2.30pm.
Dr Bar is director of studies at the Institute of Policy and Strategy in Herzliya, Israel. He has published numerous books and papers on Middle Eastern affairs, terrorism and radical Islam, among them: Iranian Defence Doctrine and Decision Making Mechanism and Iran: Cultural Values, Self images and Negotiation Behaviour. He has also headed projects and published studies on Iranian defence doctrine, decision making and negotiation tactics, political and economic paradigms of possible settlements for the Israeli-Palestinian conflict, the future of the Palestinian leadership in the post-Arafat era and the Syrian regime. Dr Bar is also active in organising “Track-2” dialogues between senior Israelis and Palestinians, is on the steering team of the annual "Herzliya Conference" and regularly advises the Israeli National Security Council.
Dr Bar retired in 2003 after 30 years of service in the Israeli civil service (as an intelligence officer in the IDF and in the Office of the Prime Minister) in senior staff and operational positions, including diplomatic postings in Europe. During this period, he filled various posts, dealing with Jordanian and Palestinian affairs, radical Islam and terrorism, inter-Arab politics, the Arab-Israeli conflict and the peace process, Asia and Africa. Dr Bar holds a PhD in the history of the Middle East from Tel Aviv University (1989), an MA (magna cum laude) in the history of the Middle East from Tel Aviv University (1984) and a BA from the Hebrew University of Jerusalem in Jewish and Middle Eastern history (1974).
