On Monday 18 September 2006 Mr Gregg A. Rubinstein, Consultant on Security, Trade and Technology, will lead a discussion on “Current Developments in US-Japan Ballistic Missile Defence Cooperation” from 2-3pm.
Mr Rubinstein’s involvement with defence and aerospace programmes in the Asia-Pacific Region is based on lengthy experience as a planner, negotiator, and manager. During twelve years as a Foreign Service Officer he worked on US-Japan defence and trade issues in the US Embassy, Tokyo (1974-78) and the State Department's Office of Japanese Affairs (1980-82). At the Department of Defence Mr Rubinstein served in the Defence Security Assistance Agency and returned to Tokyo as Deputy Director of the Embassy’s Mutual Defence Assistance Office (1983-86). In these positions he was a key participant in both policy and management matters related to US-Japan Defence Programmes.
After leaving government service Mr Rubinstein became Director of Policy and Planning in the Washington office of Grumman International and worked on government relations, programme planning, and joint venture projects. He has since been employed as a consultant on security policy and defence industrial programmes in the Asia-Pacific region, and is currently Director of GAR Associates. Mr Rubinstein continues to serve as an advisor to the Department of Defence on Japanese programmes and coordinates activities of the US-Japan Industry Forum for Security Cooperation.
Mr Rubinstein was educated at the University of Chicago (B.A, 1972), Columbia University's School of International and Public Affairs (M.A., 1974), and Jochi University, Tokyo. He has written numerous articles on US-Japan security relations, co-authored a study for DoD on armaments cooperation with Japan, and worked on defence acquisition reform for Taiwan. As a member of the National Defence Industry Association’s International Committee, he contributes to government-industry projects on defence acquisition, foreign military sales, export control, and defence industrial cooperation.
The meeting will take place on the 4th Floor at Arundel House, 13 -15 Arundel Street, Temple Place, London WC2R 3DX. Tea and coffee will be served from 1.30pm and the talk will begin at 2pm and conclude at 3pm. Mark Fitzpatrick, Senior Fellow for Non-Proliferation, will chair the meeting and questions and comments will be invited from the floor.
