On Friday 17 February 2006 Sir Michael Quinlan, Consulting Senior Fellow at the IISS, will be giving a talk on "Nuclear Weapons and Global Security: Problems & Prospects".

Sir Michael Quinlan completed a distinguished and wide-ranging civil service career, mainly involved with defence, as Permanent Under-Secretary of State at the Ministry of Defence. Earlier defence appointments were as Private Secretary to the Parliamentary Under-Secretary of State for Air and to the Chief of Air Staff, then as one of the Directors of Defence Policy at the Ministry of Defence concerned with arms control, and later as Defence Counsellor in the UK delegation to NATO. From 1977 he served as Deputy Under-Secretary of State (Policy and Programmes), closely involved with nuclear-force modernisation in the UK and NATO contexts.
Sir Michael has twice been appointed as a Visiting Professor in the Department of War Studies, King’s College London and was Director of the Ditchley Foundation from 1992 to 1999. He has published many articles on defence and international security matters.
This event will take place at Arundel House, 13-15 Arundel Street, Temple Place, London WC2R 3DX.
Tea and coffee will be served from 10:00. The talk will begin at 10:30 with a Q & A session from 11:15. The meeting will conclude at 12:00 noon.
