On 28 June Dr Terrence Kelly, Senior Researcher with the RAND Corporation, gave a talk on "Transition and reintegration of militias in Iraq".
Terrence Kelly is a Senior Researcher with the RAND Corporation and a retired Army officer, currently serving as the Director for Transition and Reintegration Programs for the Coalition Provisional Authority in Baghdad, Iraq. In this position he is working to establish the policy and strategy for the dissolution of Iraqi militias, and coordinating a series of programs through which these militias can disbanded and reintegrate into civil society.
At RAND, Kelly’s primary research areas are homeland and national security, and science and technology policy. Prior to joining RAND, he served as the Senior National Security Officer in the White House Office of Science and Technology Policy. He held many Army field and staff positions, including service in the 82nd Airborne Division, the 8th Infantry Division in Germany during the Cold War, and the Army Staff and Secretariat. Additionally, he served as a White House Fellow, and in the U.S. Department of State as a Special Assistant to the Under Secretary for Global Affairs, and in the Commerce Department as the Chief of Staff of the National Critical Infrastructure Assurance Office. He taught as a visiting assistant professor in RPI's Mathematical Sciences Department and as an assistant professor in West Point's Systems Engineering Department. He is a 1982 West Point graduate, and holds a Ph.D. in Mathematics and a M.S. in Computer and Systems Engineering, both from RPI, and a Masters in Strategic Studies from the U.S. Army War College.
