On 28 April 2004 Dr Avner Cohen, Senior Research Scholar, Center for International and Security Studies at Maryland School of Public Affairs, University of Maryland gave a talk on "The NPT Regime and the Necessity for Universality."
Dr. Cohen, the well known author of Israel and the Bomb, published in 1998, will discuss proposals for associating de facto nuclear weapons states, such as Israel, India, and Pakistan, with the NPT regime. The proposals are presented in Dr. Cohen’s article, along with Thomas Graham, in the May-June issue of the Bulletin of Atomic Scientists, entitled ‘An NPT for Non-Members.’
