    The revised peace agreement in Colombia, though still controversial, is salutary. But to implement the agreement effectively, the government will have to follow through on its reintegration obligations to former FARC members and re-establish a presence in rural areas that brings security and stability. This will be an arduous process.

    14 December 2016.  The crisis in Ukraine began in November 2013 when a crackdown on students protesting against the government’s decision not to sign an agreement linking the country more closely with the EU led to huge street protests, ending with the overthrow of the president. Russia then occupied and annexed the Crimean peninsula, and supported unrest in the Donbas area of eastern Ukraine. This chapter introduces the concept of the negative-sum game as a metaphor for the conflict, and explores some alternative explanations.
