Pierre Noel
Sultan Hassanal Bolkiah Senior Fellow for Economic and Energy Security
Main Responsibilities: As the Sultan Hassanal Bolkiah Senior Fellow for Economic and Energy Security, based at IISS-Asia in Singapore, Pierre Noël is responsible for research into international energy markets (mainly oil and gas) and the intersections between energy and foreign policies.
Background: Dr Noël joined IISS–Asia from a post as Senior Research Associate in the Electricity Policy Research Group (EPRG) of the Judge Business School at the University of Cambridge. His PhD is from Sciences-Po Grenoble and he has more than ten years’ experience in international energy markets and geopolitical research in think tanks.
Before joining the EPRG, he was successively Research Fellow at IFRI in Paris, and Senior Policy Fellow at the ECFR in London.
He has published extensively on European energy policy and on the energy security implications of China’s rise.
