Sultan Hassanal Bolkiah Senior Fellow for Economic and Energy Security

Main Responsibilities: Dr Pierre Noel is the Sultan Hassanal Bolkiah Senior Fellow for Economic and Energy Security, based at IISS-Asia in Singapore. Dr Noel works on the economics and politics of international energy markets and policies. His current research focuses on:

  • Energy market dynamics and policy challenges in Southeast Asia;
  • Changing natural-gas markets and geopolitics in Asia;
  • Seaborne energy trade and maritime security in the Indo-Pacific;
  • Energy causes and implications of the Ukraine crisis.

Background: Prior to joining IISS, Dr Noel was a Senior Research Associate with the Energy Policy Research Group (EPRG) at the Judge Business School, University of Cambridge. He started his postdoctoral career as Research Fellow at the French Institute for International Relations (IFRI) in Paris. Dr Noel was educated at the University of Grenoble with a BA and PhD in political science. He received additional training in energy economics and energy law from the University of Grenoble and the University of Dundee, respectively.
