In preparation for the forthcoming IISS Regional Security Summit, The Manama Dialogue, spotlights on IISS Senior Fellows and Experts will be distributed bi-weekly. The Manama Dialogue will be held in Bahrain from 11 to 13 December 2009.

1 Minute with Dr Tim Huxley:

As a specialist in Southeast Asian security based in Singapore, I am closely interested in the parallels between my region and the Gulf, in terms particularly of the problems of small-state security, the difficulties of constructing a viable regional security architecture, questions regarding the economic and security interests and roles of extra-regional powers, and the dangers inherent in weapons proliferation. Another contemporary parallel between the two regions involves security challenges from non-state actors, particularly in terms of maritime piracy. In sum, there seems to be clear potential for making policy-relevant comparisons between the security experiences of the Gulf and Southeast Asia.

1 Minute with Sir Hilary:

Further consideration of the nature of the Coalition's strategy towards Afghanistan brings with it greater attention to the consequences in relation to Pakistan. Yet Pakistan, a nuclear power having over five times Afghanistan's population, is experiencing major security, political and economic challenges of its own. Nor does it share the same interests as the US. A recent offer of substantial US assistance has caused considerable controversy within Pakistan and it is by no means clear how, if it were to be accepted, it could in practice be spent effectively. There are therefore important issues about how best to promote stability in Pakistan which I have addressed in the IISS Adelphi book 'Transforming Pakistan' that was published in August.
