Expertise:   

 

  • All aspects of public international law, including international humanitarian, human rights and state responsibility law applicable to military, counter-terrorism and other national and international security operations and issues

  • International dispute settlement negotiation, mediation and litigation

  • High legal content international policy and political representation and negotiation

 

Responsibilities: Daniel advises the Institute on, and participates in, the development of its research activities on questions arising from the interaction between legal and strategic issues.
 

Background: Daniel was the principal Legal Adviser of the UK Foreign & Commonwealth Office from May 2006 to May 2011, having been appointed to the post from the private sector.  In this role, he had overall responsibility for all aspects of legal advice to the Foreign Secretary, other FCO ministers and policy departments, and was also the principal legal adviser across Whitehall on questions of public international law.  He was previously a barrister in private practice at the London Bar specialising in public international law as well as the Director of the Lauterpacht Centre for International Law at the University of Cambridge and a Fellow of Clare Hall, Cambridge.  Following the end of his tenure at the FCO, he returned to practice at the Bar at Chambers at 20 Essex Street, and is also Director of Legal Policy International Limited (LPI), a specialist international policy consultancy concerned with high legal content foreign policy and national security issues.
