On Thursday, 24 September, the IISS-US hosted a roundtable discussion with Colonel David Tohn and Captain Jaron Wharton of the United States Army, authors of 'Learning Under Fire: Progress and Dissent in the US Military’ in the August-September 2009 issue of Survival. The discussion was moderated by Dr Andrew Parasiliti, Executive Director, IISS-US and Corresponding Director, IISS-Middle East. Colonel Thon and Captain Wharton discussed how the dissent of young officers in Iraq and Afghanistan since 2002 has contributed to a more successful counterinsurgency strategy in both wars. They also addressed how dissent can be adapted and better incorporated in the United States military.
Colonel David Tohn is a Military Intelligence Officer in the United States Army. He was a National Security Fellow at the John F. Kennedy School of Government, Harvard University in 2008-2009. Captain Jaron Wharton is an infantry officer in the United States Army, currently serving in the Office of the Secretary of Defense as a Military Assistant to the Undersecretary of Defense (Policy), and as an Action Officer for the Afghanistan desk. Formerly, he was a Public Service Fellow at the John F. Kennedy School of Government.
